Zane Kaktiņa, an experienced executive and the current chair of the board of Centrālā laboratorija, has been appointed chair of the board of Veselības centru apvienība (VCA) and its subsidiaries, effective March 31 of this year.
Alongside Zane Kaktiņa, Alla Silova, medical director of the VCA, has also been appointed to the VCA management board, together with Guntis Zālītis, director of the financial services department at VCA’s parent company “AB City.” Zane Kaktiņa will continue to serve as chairwoman of the board of “Centrālā laboratorija.”
“My objective in joining VCA as Chairwoman of the Board is to ensure that patients across Latvia have access to timely, high-quality, and accessible healthcare services. By strengthening collaboration between diagnostics and outpatient care, we can enable faster and more accurate use of test results in treatment, significantly improving the quality of patient care and promoting more efficient use of healthcare resources. Together with the VCA team, we will continue to develop our services to make them more accessible to patients, while ensuring they are aligned with modern medical practice and an evidence-based approach. We will continue to serve as a reliable partner to the state, providing a broad range of state-funded healthcare services as close as possible to patients’ places of residence. Accessible, high-quality healthcare is a cornerstone of national and societal resilience,” says Zane Kaktiņa.
As noted by Vilma Fairclough, chairwoman of the board of AS “Repharm,” the changes are being implemented to ensure closer and more effective collaboration between diagnostics and outpatient care, providing patients with more convenient and accessible services across different stages of the healthcare pathway: “I am confident that the beneficiaries of these changes will be people across Latvia, as we will be able to offer more precise, comprehensive, and modern solutions in addressing prevention and healthcare needs. Close cooperation between physicians, outpatient care, and diagnostics enables informed, data-driven decision-making - an approach that VCA has consistently pursued. Zane Kaktiņa has served as chairwoman of the board of “Centrālā laboratorija” since August 2024. She brings extensive executive management experience, including in international companies. She holds a master’s degree in social sciences (economics) from the University of Latvia.
Alla Silova is a physician with more than ten years of management experience in both acute and outpatient healthcare. She joined the VCA team in January 2026. Prior to that, she worked at the Children’s clinical university hospital as head of the acute outpatient centre, where she advanced the development of acute outpatient care and, in 2024, established a new structural unit – the Acute outpatient centre.
